What is a Carolina Tetra?

I was at my LFS today looking for some Congo tetras. They didn't have any, but they had some fish they had labeled as Carolina Tetras. I'd never seen them before, but was tempted to pick them up for my tetra species tank. I decided to pass because I didn't know anything at all about them. The body shape was the same as a glo-lite. They were white with black pectoral fins and their tail was black tipped as well. They were about the size of glo-lites as well. I tried checking google, yahoo and fishbase.org, but none of them had anything listed under that common name. There was no latin name at the LFS, just the name Carolina Tetra scrawled on the glass. Anyone know what fish this is?
 
That's definitely not it. This certainly looked like a tetra of some kind. It had the right size, shape and behavior. I'd love to have some for my tank, but I know how foolish it is to buy fish not knowing anything about them.

Thats a Sissor Tail Rasbora.
 
Thanks for the info. Interesting fish, but I'll pass on it since it wouldnt' really fit in my "tetra only" tank.
