No. I would think they need something around 29+ gallons or something. Two 3 inch fish in a 10g? I doubt it.

Not sure as I have no experience with them but I'm pretty sure they will be territorial. Best to give them enough room so they won't really see each other. They are a little expensive...around $14-$15 per one and that's not counting shipping if you buy online.

Shipping is going to be high no matter what as it is winter. Plus it's express shipping. If you want cheap, best to buy from a breeder which is limited.

They sound like a pretty sensitive species. Maybe focusing on species that are less sensitive would be a good idea until you get more experience.
