What is this lil white guy with arms?

ewww, ::stomps feet::, I dont want them in my tank if they are going to hurt my babies!

I have a sand substrate and lots of dwarf hair grass and pygmy chain sword blocking any clear shot at vacuming the substrate, should I rearrange my plants, or is there an alternative?

Can I get a small fish like a guppy to eat these guys? or will they eat my shrimp too? I happen to have two small baby live bearors probably 1/4'', think its too risky to put them in there?
 
Copepods are entirely harmless; they feed on single-celled organisms and tiny particles in the water column. Hydra could kill some larval shrimp but are not dangerous to adults; they are probably feeding on your copepods.

I wouldn't worry too much about vacuuming the substrate in that tank; just increase water changes and cut back on your shrimps' feeding to reduce the amount of food available to the little critters. Guppies and other small fish will definitely eat them (copepods and other tiny crustaceans are a major part of the natural diet of most small fish); these fish probably won't bother your adult shrimp but will snack on baby shrimp. They will probably eat your hydra too.
