I have this teal green stuff growing in a few places on my lr. I decided to feel it today and it feels like a gummy bear. Anybody know what it is? The stuff next to the anenome....

Need a better picture, but would guess that you are getting sponges. A clearer picture would help a lot to a true id.

Sort of neutral, really. I suppose you could look at it as a somewhat good sign, meaning that your tank has matured enough to have a good amount bacterial aggregates and other small foods sources to support the growth of heavy filter feeders like sponges and tunicates. Beyond that, they don't help nor harm anything, though they can help clarify the water a bit by filtering and eating those aforementioned particles.
 
Yup, they live inside the rocks for the 'microbrittle stars'. They usually only come out at night but you see their tentacles come out of the rocks during feeding sometimes. 99% of the time they will live inside the rocks though.
