I’m setting a 39 gallon semi-reef, live sand and rocks, a couple of powerheads for circulation a protein skimmer and a double fluorescent white + blue or a single PC as for coral maybe a few hardy species in the future, but for now it will be just live rock and anything it will bring attached to it, a few invertebrates for cleaning and fish, question is do I need any other type of filtration besides the skimmer? Any help will be greatly appreciated. Thanks

No the skimer is fine. The live rock will perform most of your filtration for you jsut make sure you have 1-2 lbs per gallon and you will be fine. Also make sure you have plenty of random current in the tank.
Are there any benefits of adding a power, canister or wet & dry with sump? Also if necessary, where would I put bio-media or charcoal? Furthermore I had realized that the room I’m installing it is going to be warm for most of the summer and there is the possibility of adding a "Cool Works IceProbe Aquarium Chiller" but the tank is glass and not acrylic like the ones I had installed before, one of my associates is recommending to drill the cover of a power filter in order to fit the probe and use it just for cooling, do you have any ideas about that?
how hot will the room be? if its in the upper 70s, lower 80s then don't worry about it.

There is a fully set 25-gallon within the same facility and the digital thermometer on the glass reads 86 F+
Having used an Ice Probe on my 20, I'd say there's no point in using on a 39. It dropped the temp a few degrees, so I expect that you would see almost no change on a tank twice that size. The best bet is fans over the surface for evaporative cooling or a full-blown (and expensive) chiller.
