what temp to start using an aquarium heater

i just filled a new 40 gallon with water from my hose which was extremely cold. It's still cold ~60F. should i wait till it gets warmer to use my aquarium heater or should i wait till it gets to around 65. I have not put in the aquarium heater because I think it might malfunction in such cold water. Thanks!
 
Like you, my cold water is exactly that, ~55-60. I have had no problems with dropping in a heater and let it do it's thing. I have to add hot water when I do pwc's to prevent shocking the fish. I try to get my water to ~70-75 when doing pwc's. When setting up a new tank I try to warm up the water a bit first. Many og the glass heaters use pyrex glass, the metal ones, I don't worry about.
 
I would worry more about putting a hot heater in a cold tank. If the heater is already cold it doesn't seem to matter.
