new windsor, ny
obviously not able to use soil but are there any that can be transplanted & still flourish?

I'm thinking maybe just bamboo?

If you mean what terrestrial plants will grow fully submerged in the long term to my knowledge the answer is none. Many will grow like bamboo with the roots in the water but the bulk of the plant above water. Spathiphyllum (Peace Lily) is commonly sold as a Brazil Sword. These work well. Pothos, Aluminum Plants , Caladiums, Elephant Ears (if your tank is big enough!) many types of Irises, the list goes on. Find a nursery that sells pond plants and plants suited to areas around ponds and see what will fit!
