What to stock in a 10G?

With 4 albino aeneus cories, you're going to have a very full tank (they hit 2.5"+ and are pretty energetic). You may be able to add one honey gourami.

If you can find them, habrosus cories are a better choice - they max out at 1" and you could have 8 in your 10g.
 
I'm thinking of returning the 4 cories and getting 4-6 more neon tetras (totaling 10-12) and 10 red cherry shrimps. I don't think my neon tetras like the cories.
 
Speaking as someone who owns a 10g and also owns neon tetras (in a 20H), I'd say no more than 8 in your tank.

You could get 15-20 cherry shrimp & still be fine, they have a low bio-load.
 
A betta would be a nice centerpiece fish w/your current neons... And both roam through all areas of the tank.
 
Would it be possible to keep a male and a female betta? Also, don't bettas require lots of extra/special care? Will they eat plants/shrimps? And I feel like neon tetras are scared of anything that moves faster than a snail.
 
male and female bettas are generally a no-no. A dwarf gourami with your current stock would be fine. (along with shrimp)

For happy bettas, all they need is clean water, some real or fake plants to rest in, and food!

I'm not a fan of gouramis, I don't find them to be particularly attractive. I was going to buy a betta instead of the four cories, but I wanted a white or black one, and the store only had red =/ I'm going to go to Petco sometime and see if they carry any blue, tiger, or bumblebee shrimp.

they breed by trial and error. You also need to acclimate them first, or they will kil each other.
 
Betta will not eat plants. Some may eat shrimp, but if you have plants to provide cover they should be able to get away (the 10g gives them space to swim away).

Some bettas are more aggressive then others. This is also true with dwarf gourami. IMO, a 10g has space for the others to avoid the betta if he's a grouch (unless he's a maniac, then he'd need his own 2.5g+ tank).
