CAE's and hillstream loaches are completely different fish. I think you're getting them confused.

I'm going to assume the lack of suggestions on potential tankmates means there aren't any she can try. Unless someone jumps in and suggests something...

The only fish I would put in with it would eat it as a snack. So, no, I don't think anyone is going to recmmend a tank mate for the CAE.

Is anyone else thinking that perhaps the goldfish died and the owner presumed the CAE killed it when they found it sucking on the corpse? She did say it was a carnival goldfish (often feeder goldfish). I haven't seen a CAE really torment anything it couldn't "land on". Personaly I'd try something small and fast that may stay closer to the surface such as Danios.
 
My current CAE lives fine with zebra danios, flame tetras and corys. I think zebra danios would be ok, they're small and fast (as ghinksmon pointed out). A second CAE isn't a good idea, as they are territorial and a 20 gallon is really on the small side for one.

I think thebluejackal hit it right on with "Whether or not the CAE will attack other fish depends on its temperament". I've had a few over decades (my current one is 10 years old) and only once did I ever have a problem, that was with angelfish. Although a previous one lived fine with angelfish. Also had one in the past with guppies and platies.

Edit... and a CAE is no different than a pleco accused of sucking on tankmates. Feed it its own food. Veggies. Mine loves zucchini and broccoli (the stems that you cut off, must be cooked a bit longer to soften that than zucchini, but he devours it).

She told me she saw the CAE being aggressive towards the fish which was her basis of suspecting he killed it.

Anyone happen to know if the CAE attacks apple snails, and if the snail's shell is enough to defend it? My friend's kids really like them but I thought it was unlikely they could defend themselves, since they are such a large and slow snail.
 
I had a CAE, and when it was small, it was very efficient at algae eating. When it got to be about 3 inches long, it started attacking other fish... particularly anything silvery or orange. It almost killed a couple of angelfish. It was also very difficult to net out of a heavily planted tank...

I think probably anything that a CAE wouldn't attack would be something that would eat it instead.

I gave it to the LFS, and I think they put it into one of their plant sale tanks.
 
I've got a CAE in a community tank that has never harrassed any fish, and he's had hundreds of different tankmates since '84. Like kveeti, I feed mine veggies. He loves spinach.
