whats a good starter fish?

As people have said on your other thread, a beta or perhaps a few guppies (if they are all male) would work in a 3 gallon, but the tank size is very limiting.
betta fish are also very easy to care for, having a labrinth organ you wouldnt need to be as consirned about ammonia, some cold water fish might do well, but again your tank size is very limiting, you could try a trio of zebra danios they are fairly hardy, basicly the same thing as glo fish, perhaps it was a bad batch from your LFS?
Bettas are just as sensitive to ammonia as any other fish It burns their gills. They are pretty hardy though and nice to look at. Just make sure you have a filter and heater for them to be happy.
Also zebra danios are best kept in a larger tank since they are very active. Most people suggests a 20 gallon for them.

You could keep an African Dwarf Frog and a Mystery Snail. You feed the frog freeze dried bloodworms and such.
Just as long as their are no bubbles, they can get bubble disease

WARNING: Do not get them comfused with African Clawed Frogs, they grow large. The dwarf frogs don't have webbing between their toes on their front feet, that's how you tell them appart.

Agreed.
Bettas might be able to survive in poor water more so than other fish for their surface breathing ability and ability to slow their metabolism (with associated lack of activity too), but they are still just as prone to get disease as other fish in those conditions too. They still need to have good water conditions, like any other fish, especially since their fancy fins are prone to fin rot in bad conditions.
