Whats better for a planted tank?

Whats better for a heavily planted tank? A 25 gallon high or a regular 30 gallon? The 25 gallon high is 24 inches long, 21 inches high, and 12 inches wide. The tank is going to house fish too. The 30 gallon tank is 30 inches long, 13 inches wide, and 18 1/2 inches high.
 
I'm not sure which would be best, but the 30g tank, being shorter, will have better light penetration than the 25, given equivalent lamps.
 
The difference in tank dimensions is marginal, you're not going to need more light if you choose the high tank. It comes down to the kind of aquascape you want.
