Its not all that bad...
Today i noticed my neon tetra acting strangely, bobing up and down. this was just a while after feeding them with flake food what i feed them everyday and he seemed ok as i watched them eat (not that i can tell them apart) Any way i have a video of him/her (not sure) acting strangly. www.youtube.com/watch?v=t72kFes_euc

It is still doing it now but when ever it see's another neon it just starts to chase it which i have seen before.

Looks like he might have a swim bladder infection. This makes the fish float constantly so that is why it is swimming down while still being slanted up. It doesn't seem to be a very bad one. I once had a pair of guppies who both died from it who couldn't stay below the suface at all. Their midsection floated upwards and they floated at the top sideways. It can be caused by eating only things that float on the surface (so flakes). Too much air gets into the system. It seems to be common in newer tanks because there isn't algae and whatnot to eat underwater yet. As far as "treatment" you can feed it to force the air out of the system and trap it in a net at the bottom if it starts being unable to stay under water. I did this, but the condition was far worse than yours by the time I knew what was going on. Try getting blood worms and brine shrimp or anything that sinks to feed your other fish to make sure it doesn't happen to them all. My livebearers like the algae wafers. I don't know if tetras will eat them though.

Neon Tetra Disease

I'm just taking a stab, but maybe neon tetra disease? I read the initial stage is erradic swimming and non-schooling activities...here is what i was reading from a website

Dunno if this is it, but i hope this helps, even a little bit! Could also be a water issue, and you should probably test your water parameters and see if anything is outta wack making your fish sick.

Definitely. You can get them in cubes of protien-rich stuff or just as the shrimp (which I think sink better, I've never used them). You can find blood worms at Wal-mart even, so no problem there.

just tryied what you said and i dont think it is effecting him/her as much now and is schooling with the rest! Thanks for your help if it happens agin i know what to do and im going to my LFS this weekend so il try and get some then.

Thanks again

yup, as nerdyguy said, eating floating food can lead to problems. it can lead to constipation and other digestive problems, as well as possibly swimbladder problems. although if the fish are healthy, they should be able to deflate the swimbladder normally.

so, in the future, try soaking your foods in some tank water before feeding it to them. that's what i do with flakes, pellets, wafers, frozen, freeze-dried everything. the flakes will sink, as well as "dance" in the current, so it makes it more fun for you fish to chase! at least mine really enjoy the challenge.
