That one really does have tiger like markings.

Looks like a female yellow watchman goby to me. My LFS breeds them and I seen many of the females... yep looks just like them.

How can that be a yellow watchman.. It has a bunch of colored stripes.. Yellow watchmans are all yellow..

That is possible, but sexual dimorphism based on that hasn't been entirely proven yet. It is more of a "hunch" at the moment. But it definitely looks like a yellow watchman.

what do they need for a suitable area? I have plenty of rock and shells and lots of sand(which my other used for his burrow)

It doesn't have to be yellow. The color morphs can be downright brown and gray.

As far as suitable places, it is entirely up to the goby (in spite of you providing plenty of suitable spots). Give it time--you may just have an odd one.
