Whats wrong with my guppy?

I lately have noticed a weird rust color on the edge of his fins and a little around his head.. He is a little bloated compared to my other male guppy, but is still eating fine..

I did some research.. But still nothing seems to match up except Marine Velvet? But.. that seems off since my guppy is a freshwater fish.

Any ideas?

He also seems to "breathe" rapidly..
