What's wrong with my light???

So I have a little 5g bowfront with an 8w flourescent in the hood. The ends of the lamp are getting really hot...almost too hot to touch. This seems to be raising the water temp. I tried a new bulb but I am still having the same problem. Any suggestions on what could be wrong?

Not enough ventilation? Most lights heat up and especially on smaller tanks, that heat can affect the water temp.
