Where to report bad fish store?

There are a lot of LFS, believe or not. As well as a lot of good ones. As to reporting I am not sure myself, but I would talk to the store manager. And let them know about the problems, and if they are not fixed they just lost one more customer.
 
If it is a big box store call the headquarters. You can still call the GM of the store and express your feelings with the store and if that doesn't work them tell them that you will be calling corporate and telling them about the problem.
 
I believe the humane society would be interested in the situation. ASPCA or local Humane society. All animals are supposed to be treated humanely, and your state should have some agency or organization that will get involved, if talking to the manager or corporate doesn't work.

If its a big chain store go to the web site and click on contact us fill out the form and tell them the conditions you found what store it is what day you were there and time. Describe and use the term 'animal abuse' and put your contact info. Even the biggest chain store in the world we all know who they are was VERY responsive and took immediate action and now my local store has a very clean well taken care of fish section with some very nice fish for sale. They changed the situtation in just a matter of days BUT if you dont complain the main headquarters will not know of the problem. I have found it is useless to complain to the local store manager you must go to the main headquarters if you want to see changes made.
