Which filter?

i used to have a 10 gallon that came with a whipser and it wasnt that great. i think all whipser is good for making is the bio-bags (filter cartridges)

They never need replacing, unless they are damaged. They're far more effective bio-filtration than a submerged sponge.
I'm not really looking for bio thats what I have gravel for. I'm looking for more of a particle filter since I'm going to rugf.

No problem. I was just saying that the bio-wheels never need replacing and that lack of spin is not indicative of failure. Although Bio-wheels are said to be more effective than any type of underwater bio filter because the bacteria are exposed to more oxygen.

As far as mechanical filtration, bio-wheel filters are about as effective as any other and you can ditch the cartriges for foam or whatever else...

I like penguins too, I have 2 peguin 125's on my 29g and I also like the bio pro's that has a spray bar that turns the bio wheel and you can either use a canister filter output to use it or you can power it with a power head. I also like power heads because they come in handy for everything but they can be expensive.

Emperor and aquaclears seem to be the best hang-on back power filters. Emperors have the biowheel like a penguin but are built better, last longer, and some have an extra water pump just to make the biowheel turn. Aquaclears last the longest out of any of them and have the most surface area for filter material. In my aquaclear 300 (70) I have a sponge i have used for a year, bio max ceramic noodles, and a top layer of filter floss in an old carbon insert bag. The sponge catches almost all of the debris and the filter floss polishes it off. oth emperors and aquaclear can be purchased cheaply online.

Discovered another issue to getting a power filter. The most room I have behind my tank is 2 inches. :(
What are my options?

When I set the tank up I wasn't thinking about putting a hob on.

I can't cut a hole that's from the back of the tank to the wall.
