which skimmer is better?

In the bubble diffuser box there are two sponges. One is white and one is grey with a whole in it. The white one is worthless and you can throw it away. I replaced it with a fine poly filter that you can find in any fish shop. The grey sponge that has the hole in it you can put on top of the poly filter material but make sure that this sponge is about a half inch to three quareters inch above the surface of the diffusser box and is not level with the box. Also make sure that this part of the sponge is not submerged under the water. It needs to be above the water's surface. Also make sure that the diffuser box is not completely submerged either. Leave one quarter of it above the water's surface. The outtake tube needs to rest just on top of the grey sponge by the whole in the sponge. I have mine positioned going directly in the whole of the sponge but just at the surface.You may have to cut this hose to do this. Also make sure that the pump for this skimmer is sitting only two to three inches max underneath the water. If it is too far under the water this will cause a major issue with micro bubbles. There are other modifications that can be done to this skimmer that will eliminate the bubble diffuser box all togather and I am currently looking into that option.

I'm having troubles with getting it to produce bubbles. It's hanging on my sump, the pump is about 1 1/2" below the water surface. I have 1/4" of the box out of the water. I tried it higher and lower with the same result. It's making no bubbles at all. If I blow into the small silicon hose it will make bubbles but not on it's own. Any ideas?
