I have a whisper filter that runs but does not pump the water. Would your first guess be the impeller (which does spin) or the motor?

Fill the filter with water, plug it in, if the impeller isn't turning, take off the inlet tube and poke the impeller with your finger, just a little kick-start. Mine does this all the time, I don't know why. I may try lubricating that little rubber knob on the bottom of the impeller with vaseline next time.
