White "birthmark" on Green Scat

I have had this Scat for a few years now, he has had this white patch as long as I can remember. He is very health and the flesh of that area is also healthy in appearance, but I was wondering if this is due to him rubbing something in the tank or if it is likely he was born with it.

I am in Stroudsburg, PA getting ready to move next week if anyone can give this fish a good home, along with his buddies, two figure 8 puffers.

unlikely he was born with it, keeping him in a planted tank is not going to work. He's going to eat every single plant in that tank until there is nothing yet. If he's not eating the plants yet, there's a possibility that he's not well or severely stressed out. The salinity should be at least 1.010-1.015 until it reaches 5-6" when it should be raised to marine conditions. You're doing the right thing finding them a new home.
