white film on water surface

got a white oily film on surface of 125g freshwater cichlid tank had it for a while and can't seem to get rid of it. Have a spray bar and a filter outlet pointing at water surface causing quite of surface agitation and it only breaks it up there and goes back together. any info would be great.

This is my first post although I have enjoyed following the threads very much. I've set up a 10 gallon tank a week ago. It has live plants, PH of 7.0, no ammonia or nitrates (no fish at all yet). I filled the tank with well water (which out of the tap has a PH of 6.0) from a 300 foot deep drilled well. I have a medium sized Tetra Whisper HIT filter which has carbon in the filter cartridge. My problem is an oily white film that thickens over time on the surface of the water. If you run your finger along it, it accumulates on your finger almost like a white slime. As you can imagine, I am not feeling very encouraged about putting fish into this tank. The rest of the water is clear. I have no other water testing kits at this time.

Any suggestions on what to test for, or what it could be?
