White Spots on Black Tetras

Hello

I noticed this morning on a couple of my Blacks that they have some white spots on the top of their backs and fins. Is this Ich ? All my other other fish appear to be fine. I did a 25% water change this morning My tank has been running for about 10 years

In my tank I have 3 corys,5 black tetras,and 5 Brilliant rasboras. I have added these fish to my tank over a course of about one month

My parameters are
20 gallon high
170 Penguin Bio-Wheel filter
Ammonia .25
Nitrites 0
Nitrates 10
PH 8.0

Yes,the spots are raised. They look like grains of salt.The fishes fins are also clamped. I treated my tank with Ich-X . It says to use 1 tsp per 10 gallons of water every 24 hours along with a water change.. How long should I do this? I also removed the filter cartridge. Should I remove the bio-wheel also? My tank temp is about 74 degrees. Do I need to raise the temp ? Also when the Ich is gone, should I put a new filter cartridge in or will it be safe to use the old one?

Could somebody please reply to my post . Treating Ich is new to me. I just gave another dose of Ich medicine and did a 25& water change
 
Raise temperature and remove carbon from filters. Do not touch the filters in any other way.

I guess i should actually help. Raise the temp but slowly only like a degree or two every two hours till you hit eighty. If you want dose w/ meds, and remove carbon. If I were you i wouldn't re-use the cartridge when your done. just get a new one they're cheaper than your fish. And afterward if you have any of that tonic salt, i would half dose that if you haven't already put some in. Thank you everybody for your help. My fish seem to be doing much better today. I did another dose of the medicine and I added some aquarium salt. I did however lose one black tetra. All the rest of my fish look fine.I am going to wait tonight until my water temp. stabilizes before I raise it one more time. Right now it is at 78 degrees. I will do another dose of medicine and water change tomorrow
