The normal water chemistry and temperature of a fully stocked 30 gallon tank is going to be way different from any one gallon tank setup you would have, even in the same room. Moving fish from tank to tank needs a full check of parameters first, then acclimate the transferring fish to the new conditions slowly if there was any measureable difference. Same thing about drastic temperature changes.
Had this been only one drastic move, the betta might have survived and then recovered from the initial shock in just a couple of days. Moving him twice back-to-back like that was probably too much in too short a time.
