Will a Bichir eat my other fish?

Even if your tank is 3 feet, I still wouldn't put a bichir in there. You might be able to get away with something like a severum that reaches 8, but that may even be pushing it.

Why would 3 feet be too little? I'm planning on planting heavily, and I've already figured out a hiding place about a foot long that I can create in the aquarium. Angelfish get pretty big, and the Leopards get up to 6 inches. Would a Bichir eat a Siamese Algae eater?

Bichirs will often reach over 14 inches in length. In a tank that is only 36 inches long, that does not leave that much room. Angelfish only reach 6 inches long, which leaves much more room than a bichir would have.

A Bichir will very likely eat an SAE, because SAEs are long and skinny and don't get very big. Therefore it fits in the mouth, therefore it's food.
