Tossing ideas around in my head, thinking about a 20gallon with around maybe 10 Harlequin Rasboras and a handful of ghost shrimps or something. Will the Rasboras eat them though? they seem like small fish but I rather ask first, lol

Agree with Homedog. No way rasboras would bother with ghost shrimp. I'd get japonicas or cherries if I were you though. Your choice but ghosts seem to be tough to keep and they don't live long.
