I would remove the pre-filter and move the bubble bar so it doesn't interfere with the filter intakes.

Aside from the whole "fry not being sucked up by the filter" angle, which I totally understand, I don't see what the point of the prefilter is if it's not sucking in solid waste material, uneaten food, etc.; I mean, I see what people mean when they say they simply rinse the sponge off during water changes and such, removing much of the gunked-on debris, but if the prefilter isn't allowing waste to be sucked in, what's the point?
Anyway, I'm thinking of maybe covering the area of the bubble bar that's directly under the intake with a heavy mound of substrate to block the bubbles there, as there is really no other place to move the bars in this ridiculously narrow, deep tank...
