I recently read an article about how storms were nammed, I'll try n find it. Origionally they used only female names, then the womans rights activists said it was sexist, so they changed it to an alternating pattern of male/female. The names are set according to the alphabet, and are not changed unless a storm was "big" enough to be remembered. (E.g. Andrew, obviously Katrina will be retired at the years end.) Also, if the names run to the end of the alphabet, which is likely to happen this year, they go to using the letters of the greek alphabet.
