Could you move one of your fish from the 37 gallon to the 29 gallon and then add the angel to the 37 gallon instead? Or maybe swap the clown pair in your 37 with the perc in your 29, and then add the angel to the 37?

And kudos to you for being such a help to your dad. I'm very sorry to hear he has ALS.
 
Oh, now I understand. In your situation, if this fish would make your dad happy, I'd take your dad's happiness over the fish's and just do it anyway. Who knows, maybe you'll find a great deal and end up upgrading someday.
 
I had a coral beaut, and the only time he bothered to swim around was when he was antagonizing my other fish. He NEVER just free swam.

Then I got rid of him and got a lemonpeel. He also only swam to find food and fight.

In my experience, pygmy angels aren't big swimmers, like tangs, but they are pigs and are going to increase the bioload in that 29g substantially.

I have 2 percs, 2 chromies and a hawk in my 29g, and i feed them all about 2 quarter-sized flakes a day. Of course, that's neither here nor there.

I think the Cherub Angel should do ok in the 29, try to get him small to start. They are the best angels for smaller systems, but yet they still need room to swim. They are known to be aggressive, but I don't think it will be a problem, they just do so to make up for their small size. They are great little fish, your Dad will love him i can guarantee it.
 
How big is the clown and was the clown aggressive to all your fish or just your other clown?
