Would NTD concerns keep you from adding tetras?

I'm setting up a new 50 gallon tank soon, right now the only certain occupants will be two smallish clown loaches I'm moving over from my 12 Gallon to give them some room to grow.

I'm thinking of adding a few ottos, some rainbowfish, and maybe some tetras. From what I've gleaned through the archives, some people love tetras, and some people wouldn't have them in their tanks in a million years, for fear of bringing in NTD.

I've never had tetras, so I'm asking: how widespread is NTD? Does it make a difference where I buy the tetras? If, worst-case scenario, I wound up with NTD in the tank, would it affect clown loaches, ottos, or rainbowfish?

The varieties of tetras I'm thinking about aren't neon or cardinal (but I know it can affect other tetras as well) but green fire tetras, penguins, or bleeding hearts.
