ive heard java moss takes over a tank buy mine has hardley grown i have a bunch of other plants that wont grow either. the only thing that grows is the freakin algae! my flourecant lights broke so ive had incandecents for a week and a half. but still the algae rages on covering the glass and the rocks! what do i do why wont it grow.
 
Also, your fish may be snacking on the new growth. I'm not sure if you are referring to your 10 or 55 gal, but in the 55 there may be some that like the taste of the new growth (I don't think that otos would eat it, but I've never kept them).

My angel loves to snack on the new growth, so my moss never grows except where it is in "angel-proof" spots, such as the near underside of one of the pieces of driftwood that I have.
 
Balance in the tank helps. CO2 helps with the algae. There is too much of something in the water and if your plants are having problems there is probably not enough of something else . Lots of big leaf plants to suck up the excess nutrients also helps to combat the alga and makes a tank look goooooood.
 
my silver dollars loooooove java moss, and pretty much any other plant that hits the tank. and yes, incandescents won't help.
