The ECCO uses baskets... the number of baskets depends on which model... general canister media you just dump in the baskets... and filter pads that are used fit in the baskets... carbon and media of that size is still put in a "media bag" then in the baskets... it's just too small and you don't want that stuff busting up your filter...

I own several Eheim PRO II filters (2) 2026's & (2) 2028's. I run the 2026's on a 55 gallon. These filters move alot of water. I belive the output may be a little too much for your small tank requirements. I have never used the Eheim Classic line of filters but if they are anything like I've read about and if they are even half as good as the PRO II's they will still be the quietest filters you can buy. You should also look into the Eco line.
