Lots of ways to do it, but it's best to do it outside of the tank, because they tend to release noxious compunds when cut. What kind of leather is it? Sinularia, sacrophyton? The basic process is to pull the parent colony out of the tank, slice off a piece with a clean razor blade, and use super glue gel to attach the piece to a small bit of base rock.
 
I'd also run carbon after this process if you dont' all the time or change it out if it's old . They will put more gunk into to your water for a while after the cuttings are taken.
