Kuhli's I think are the only loaches that are really shrimp safe, and even then they'll snack on some little shrimplets but not enough to make a dent in the population.

I've kept several small loach species with shrimp, small fish of many kinds & there just isn't as much shrimp reproduction as in shrimp only tanks. Not that I mind some missing shrimplets...but bigger loaches...well, no survivors is what I saw with smaller loaches than yoyos, sids, striatas & histrionicas for 3.
