A great loach for small tanks, if you can find them, are sidthimunkis. I have kept 7 in a 20L for years. They are a dwarf loach that should stay about 2 inches and will eat small snails, You will have to remove the big snails manually but the newly born snails will be loach bait and you will eventually clear up the problem.

You could also try Khulis they are a tiny loach that are soooo cool I love mine. They will eat smaller snails but they can't eat to big of ones.
