Are there any plants that will survive with only 0.75 watts per gal and no co2 supp?

Cabomba is absolutely NOT for a low-light tank. It is a very high-light plant and totally unsuitable for .75 wpg. Please people--if you don't know what you're talking about and/or don't have experience with the plant please don't post!!!

IME anacharis needs 2 or more wpg. Otherwise is goes spindly and pale. It might do OK floating at the surface close to the light though.

The best choices IMO for your very low-light situation are:
-java moss (attach it to a rock, or float it at the surface near the light)
-java ferns (there are several varieties)
-anubias

These 3 plants are pretty much no-fail. They don't need special substrate (just attach the plant to driftwood, rock, or decoration with thread or fishing line--no need to plant in gravel). They also don't require fertilizer (beyond a healthy feeding of fish food) or C02. They are perfect for your situation.

Exactly!!Water Sprite is a good one too!
