cut the plywood to the exact dimensions of the top of the stand. lay it on top so it gives a little support to help distribute the weight. then put the tanks on side by side / end to end. as you fill them (evenly) watch for flexing/bowing. if you get any, abort the mission and reinforce accordingly before replacing the tanks on that stand.
your saving grace here is the stand is made for much more weight than the 2 combined tanks... you just have to figure out how to get that weight supported on the edges where it needs to be.
