Just to be clear, you currently have:
2 bumble bee gobies in the tank. Which have been in 4 days (added 8/16?)
Some anacharis.
The tank is currently fully freshwater. The puffers you want, go on sale again in a couple of weeks and are also kept in full freshwater.
there are a couple of MTS (the little snails you see)
You've taken out all of the rotting plants, and shrimp bodies.

Your test results today (8/20) are
Ammonia 0
Nitrite 0
Nitrate 5


And you're going to test every day and write down the results of the test on a sheet of paper. Every couple of days you're going to post those test results.

We'll get you on the right track.
After a while I didn't take out the rotting plants, they grew new shoots and are still in my tank but they are green and new. The anacharis in the tank was the rotting plants. But thanks for reminding me about the stuff we talked about in chat. :D
I shall post pics tomorrow.
 
My store doesn't even sell Suvatti puffers.
Anyways, I just tested for ammonia only just now. What's awesome is that it's still at zero, and I put this cm long chunk of brine shrimp in the tank this morning, since I haven't fed the bumblebee gobies in 1 or 2 days.

Did you test for Nitrite and Nitrate yet?

Is your HOB filter inside the tank? laying on it's side?

Yes and yes.
Nitrite: 0
Nitrate: Looks like it could be a little bit higher than 5.0, but you could say it's 5.0
 
Work on your parents to get a better table or stand for the tank. You don't want it collapsing.

You said your parameters haven't changed all week since you added fish.
What we want to see is if any ammonia, or nitrite builds up at all. Since it's still a few weeks until the puffers are on sale again, keep checking and posting the results of your test.

If you see any ammonia at all post it here.

Nitrite: 0
Ammonia: 0
What's great is that when I feed the bumblebee gobies every other day, they will eat all of their food. Therefore, the chances of an ammonia spike are sort of lowered. I will feed my puffer every other day when I get him.
 
How long do I have to test until I can be sure that my tank has enough bacteria? I have already been testing for more than a week, and the results are always the same. How much longer do I have to test for?
I DO have lots of time to get this tank straight because the fastest any petstore near me can get the puffer fish I want is in a week or so.
