    Besides that tank being rather small for a community, I agree with the above: the betta could easily be the killer. This said, you should check your tank stats to make sue you aren't suffering from a cycle or spike.

    Hey, if they manage to not become dinner they probably survive to adulthood.Who knows, you may even be able to breed them lol. (I know nothing about brine shrimp except what they look like, just sayin). Still, pretty cool that they survived (sorta).

    Top scum?

    I also agree that it sounds like waste scum/protein scum. I would describe it as "oily dusty water" and I notice it after feeding my fish sometimes. It usually goes away after a few hours for me.

    Can you get a picture? Scum could be anything from algae to cynobacteria to something that fell in the tank and got stuck there.
