It's definitely possible since you used on old filter, my 75g cycled in about 4 weeks with all brand new stuff. What are you nitrate readings, I'm not sure about the strips because I haven't used them in 3 years do to there inaccurate readings which could possibly be what you are getting.

You could attach a piece of filter sponge to the out flow of the filter to disperse the water more.

A filter is definitely a good thing, just don't use activated carbon as your media and you'll be fine. You want to keep it at just about the same parameters as your other tanks so when you put a fish in there that you need to treat it doesn't get as stressed out. Hopefully this helps and good luck.

For the top piece I used a hand grout saw to score it and then I broke it along that line, the rest of the cuts I used a chop saw that I have access to at work and cut them that way. I think you can see the difference in the cuts I just got impatient even though the cuts with the grout saw look...
