Depends on the individual fish, many of them will only eat live food for a while (pods and such). At the store we fed ours fresh clams for about 2 months until it finally decided to take mysis. It may never take dry food, its hard to say.

Back when i worked at a LFS, a common treatment we used for popeye was a formalin dip. Basically, we took a gallon of tank water, and the recommended amount of formalin (says on the container) per gallon... dropped in an airstone for aeration , and left the fish in there for roughly 40-45...
