I believe it is there for a function, just like the plastic trim on other tanks. Though with the break in it, it may not be as functional as it should be.
If you can not find a plastic replacement one, I'd drain, remove and repair it, giving it a good coat of paint and re-install.

OKay next question. Can I measure the outside and have someone make one and replace it later when I drain it? How exact do does it need to be? What should it be made of? Who do I go to to have one made? Is their an aquarium company or someone that could make me one. Depending on price I will just buy one or pay someone to do it for me so it is right. I love my tank and do not want it to go pooof!! and have a puddle.
