Allright, so judging by everyone's comments, here's the master plan:
I put in a 10 Gallon tank 4 ADFs, 6 Neon tetras, the one betta, and for the first week, I will get a feeder shrimp. If the betta eats it, no shrimp. If the betta doesn't eat it, then I keep it in there and get 4 cherry shrimp. Is this good?

EDIT: I realized how small cherry shrimp are so I replaced the feeder shrimp with one cherry shrimp.

Only 2-3 frogs. Take shrimp size into consideration when experimenting.

I just realized that cherry shrimps are very small. (1 inch) So does this mean I should put more? Less?

Is this tank cycled? If not I would cycle the tank first and add the fish slowly over a matter of weeks only adding a few at a time after the tank has completed its cycle..As far as the betta is concerned, some of them like company and some of them do not. It depends on the betta. I would just set up a separate tank for the betta. Chances are he will be happier that way.

Bettas are carnivores and therefore it may not be such a good idea to keep them with the neons (unless they are fully grown). My betta picked off my neons, one-by-one, and I actually witnessed it one night.

I have a 3 Gallon with 2 Rummy nose tetras, a betta and a ADF. Everyone gets along fine. The betta has no interest in the tetras or the frog. Obviously temperment among bettas varies so you need to monitor the siutation closely. I think 2-3 Frogs max and 4 tetras. No experiences with shrimp but I have a couple of mystery snails in my tank and an Oto and they get along with the betta as well. The only problem is that sometimes the betta mistakes the snails antennae for bloodworms but they seem to grow back.
