YES! It would be too much, I would only add the bottom species, and lastly the betta, unless you have too. But then, you need to be doing 2X weekly 40% atleast WCs, IMO. It seems like you have bettas in all your tanks, maybe skip them for now, the same fish gets boring, try planning for different species, like cichlids, labyrinths, dwarf cichlids, catfish, etc. I would never do the same fish in different tanks, unless I am breeding them.

I disagree...a bacteria colony can double in size within a 24 hour period. Seeing as the OP already has an established tank I highly doubt it will put a noticeable strain on the current colony, especially since the plants will help. That doesn't mean I wouldn't recommend testing your params to make sure...

What exactly is your lighting like (sorry if I missed it)? IME dwarf sag isn't much of a low light plant as it will grow a bit taller and become less of a foreground plant.
 
it's a 2 bulb plant fixture from walmart that has like 70 something watts (im getting it sometime this weekend).

you are going to have an algae farm without Co2 with that lighting. I would use only 1 bulb 10 hours with a midday 4 hour boost with the other bulb on your tank WITH ferts if there is no Co2.
 
Depends on what type of bulbs they are. If it's from walmart I doubt it is something that would be considered high light. Unless the light fixture is a T5HO, you will most likely be dealing with low light. Before you jump on the whole "need C02" thing you should find out exactly what type of light you are dealing with, how high off the tank it will be mounted and what type of bulbs does it have.
 
i though any plant bulb bulb with 70 watts would put me in the medium rang. i have like 20 watts right now of like t12's or something.
