More I think about this, the More I think I ought to breed Julies in a 20 or 25 and shellies in a 10, 15, or 20. I'm thinking this space is going to be picked up by a long running idea - the vortex of mean: Tiger Barbs and Skunk Loaches.

Breeding would be fun but really they don't need a separate tank to do so. But as long as you get some julies and shellies I'm fine with that.
