It's definitely some form of living organism. Don't know if it's "plant material" i.e. debris, in fact, don't think so.

Also, HOB's are designed to "overflow" back into the tank via the intake slot.

HOLY !@#$ never seen anything like that before. My only advice and practical advice is clean often, very often so no build up. Hows your water params? stock? etc.

the real question is, why have you waited so long to clean it?

This happens quickly, 3-4 weeks, it's blocked completely. I used to clean my HOB every 4-5 weeks just cause, and now when it starts back flushing over the intake, it's like "Whoa, it's been 3 weeks already?"

I have gunk like that building up as well on my HOB, but I just wipe it into the tank every time I do a WC, and the neons attack the mass immediatly.
