File a complaint with the BBB.
File a complaint with paypal then CALL. Ask to speak to a supervisor. This person has had known issues and shouldn't even have a paypal account, you did not know they were no good until after you made the purchase and then found the feedback on eBay. I am guessing you would have never bought the item if you had seen the eBay feedback.
This will speed the process up.
I've checked the website, nothing about a phone # or address.I would still file a claim with paypal and the Better Business Bureau. If you have the business name can you do a google search to find the address? Maybe put the phone number in to get it. You can file a claim with the BBB if you have an address and company name. You may be able to do it with the phone number too. Not sure. Either way, I would file the claim with both.
