another cloudy water victim HELP!

is it odd for a ghost shrimp to eat fish? i "had" a harley with some fin issues but still seemed pretty active. i just got home now and looked into my tank and saw a ghost shrimp eating him tail first! still alive!! wtf? anyways iv been having some trouble with cloudy water (white cloudy) its been going on for about 3 weeks. clears up when i do my weekly 50% water change but it keeps getting more cloudy every day untill my next water change. my params are 0,0,5-10 ph 7.2 its a 55g with 8 corys, 6 neons, 6 glolights, now 5 harlrequin rasboras, 2 SAE's, 3 CRS, 1 RCS, 2 ghost shrimp. i added two more bags of flourite about a week ago but it was cloudy before that. its moderate to heavly planted with two 2L diy co2 bottles. any help would be muchly appreciated.

"EDIT" for filtration i have a AC110 and a AC50.

how about amonia/nitrates/nitrites

i have never, ever heard of a shrimp eating a fish alive

also, i think this is in the wrong section.

ok my water is still very cloudy and i dont know what else to do? it may be green water when the lights are sitting ontop of the tank it looks more white. but when i shine the lights through the side of the tank it looks more green. it clears up after a water change but then gets cloudyer each day untill i can hardley see through one end to the other end of the tank. i dont use carbon in either of my filters could carbon help clear the water? should i use the blackout technique? how long will my plants live for without any lights? should i cover the tank with a blanket so the room light wont effect it? how long should i leave the lights off for? should i put an airstone in the tank during the blackout? sorry for the all questions but my tank is an eyesore right now and its in my living room. i kinda need some feedback ASAP since my landlord cut my internet off im using my parents. thanks

put some tank water in a white cup and see if its truly green water. if so then do a big water change, feed fish for last time and add an airstone. cover tank for 4-5 days so it gets no light at all. After the time is up, open tank, do another water change cleaning out the filters as well and see what happens.

What kind of plants do you have in there?
 
thanks for the reply BK im pretty bad with plant names but heres a few that i have. java fern, giant red valls, ludwiga, some type of hygro i think and some others that i dont know the names of sorry. they are all pretty easy to grow plants. will they last 4-5 days with no light? should i disconnect my diy co2 for those days? will it screw with things if i lift the blanket up for a few seconds just to check on things? thanks again

what if it isnt green water (sorry im not at home to check my water) what do i do then? man having no internet really sucks!!
 
after 3 days you can take a quick peek to see how the tank is doing or take some water out and place it once again in a white cup to see if theres a color difference. But overall your plants should be fine.
Green water needs light to survive so without light it dies off.
Yes disconnect co2 and add airstone.
If its not green water then i dont even know what it could be.
