First things first. Your salinity would be barely ok for just fish, and it is barely supporting your rock and sand! With coral and inverts this is not ok. I would get it up to 1.023. Do not do this all at once!!!!! Raise your salinity by .02/week until you get it there! This will help!
Honestly, Something is wrong!!! This kind of algae would not be growing if all that were true!!! I am not calling you a liar, just to make that clear, however something you are using is off! One of the tests are bad, or something. If you had 0's across the board like that the algae would starve to death. Also how is your tank set up, how are your powerheads positioned? How is your rock work laid out? Is the water from the lfs ro or ro/di? How much live rock? How is the canister set up internally? Filter pads & Media?
