i would cycle fishless, but once they cycle was complete the damsels were going to be the first couple of fish to go in to "test the water" if you will, they would be food sooner or later anyways... but maybe i will ditch them.
Not necessarly you could do a indian yellowtail angel (aka smoke angel or cream angel) their minimum tank size is 75G or a lamarcks angel (aka swallowtail angel) theirs is 100G pocupine puffers do get big like a foot in lenght if size is a concern you could always do a green spotted puffer (they start off fresh go Brackish and end up in full sw as adults plus they look sweet. It is possible to keep puffers in a reef set up just say goodbye to shrimp snails and crabs they dont really eat corals (they can though)

Yellow - tang
Maroon- clown
white/yellow- eel
red- hawkfish
redish/maroon- lion
pale blue- trigger
you could have green - puffer.
