the photo shows nothing of the structural makeup so we're in no position to even guess at it's structural integrity for your intended purpose. to add to that, any structural weakening throughout the years would completely nullify any positive answers you would get anyway. your best bet is to put a 20 gallon on top of it... fill it up... add a full 5 gallon bucket or something of comparable weight... and bang it around like a bull in a china shop. if it doesn't move, you theoretically should be good. (in theory)

I have a metal stand made to support aquariums and it is quite sturdy, mine holds 2 29 gallon tanks. www.drsfodtersmith.com should have a stand for a 20 gal at a reasonable price. I don't know what petco or petsmart carry I got my double stand for my 55's at the lfs.

take all the drawers out of the dresser and take a photo of it to show us. we'll be able to see how braced the interior is and make suggestions to make this dresser more sturdy (if it can be braced inside at all, without interfering with drawer function).
^^^ Need to see more to judge it, Is it made of real wood? If its just pressboard I'd be leery about putting a 20g on it with no real front structural support and probably just a piece of glorified cardboard for the back.

Legs seem pretty strong and sturdy. i stood on top of it with no creaking or anything like that. the back panel is pretty thin. the legs go all the way up to the middle instead of just being screwed on or something. if that matters.
